How to organize the work of a computer and an android smartphone without the Internet?

Good day!
There is a task - to organize a constant transfer of data from an android smartphone to a computer with Windows OS.
The computer and phone are located nearby.
Options:
1) Wi-Fi. In this case, you will need to raise the server on the computer and buy a wi-fi adapter, router.
2) USB. Will constant charging damage your battery? And does it pose a danger to human life?
With the first option, is it possible to set up a static IP on the server? Are there other options for transferring data locally between a computer and a phone?

Nothing needs to be organized, they work great even without the Internet.
WiFi. In this case, you will need to raise the server on the computer and buy a wi-fi adapter, router.
A router is definitely not needed, like a server, one wifi adapter is enough, although the method is really not the best.
USB. Will constant charging damage your battery? And does it pose a danger to human life?
The battery will definitely not spoil, why would this happen? There is some danger to life - the USB cable can be used as a noose.
With the first option, is it possible to set up a static IP on the server?

2) Will not spoil or explode. Millions of UBER taxi drivers whose device constantly sticks out while charging are proof of this.
USB is the fastest and most stable way to upload something to android. 40 megabytes per second, at least.

Why not Bluetooth?
Theoretically, everything is possible, in practice, if an already charged one does not continue to warm up, then everything works correctly and it does not deteriorate.
A smartphone in your pocket is much more dangerous than one lying on the table.
In what sense?
IP in the local network will be static, for the global network it should already be with the provider, static and "white".
