How to organize storage with video files?

Greetings.
There is a lot of video material ~16Tb(NAS), how can you organize it: make a convenient search in the database, use tags, view the description, display download links (smb-share)?
I will be glad to any options, including paid ones. Ideally, I would like some CMS tailored for this case (maybe such exist), since access is planned from outside the local network. Some programs or catalogers that will support more than one user are also suitable :)

Search through sphinx on the video table.
We store files in multiple folders, 3 levels are enough for 1 server.
CMS xs what to advise, usually they are limited and then yes it is not enough. better framework.
Moreover, in such a project, the admin panel is almost not needed, only the user one.
