You need to organize a subscription system, like on a shutterstock: https://www.shutterstock.com/en/pricing.
That is, for example, 50 images for $125 per month.
Tried to do with woocommerce subscription and woocommerce membership plugins. There are no problems with selling a subscription, that is, a person bought a subscription - received a 100% discount on all products, and the subscription itself is valid for a month, but it is not possible to add a limit on the purchase of goods at a discount.
Maybe there is some ready-made solution or somehow using a script to limit the number of purchases of goods at a discount. Or somehow make it so that when a user buys 50/50 items in his subscription, it will expire and be cancelled.

And what prevents you from counting the number of purchases after replenishment, and turning off the discount when the limit is reached?
Even easier, by paying for a subscription, add a role to the user with a 100% discount, after the limit is exhausted, return him to the usual role
