How to organize multilevel cms modx menu?

Hello, tell me how to organize the menu on modx?
I googled it like this:

Everything seems to be ok, but!!
I have a multi-level one, for example:
http://modx.dev/услуги/everything is ok ,
BUT on this page I also have a link to this one http://modx.dev/услуги/спец-предложенияand when I go to this link, it throws me to the main one, but the address remains http://modx.dev/услуги/спец-предложенияand then you can’t go anywhere, because http://modx.dev/услуги/the root address is when you enter it again "services" in the address bar http://modx.dev/услуги/услуги
what and where did I do wrong?
Once again
-Home -Services
-Special
Offers
-Contacts
Special Offers, in theory, a child element of Services
http://modx.dev/services/specialoffers.html - throws me to the main (and should not)
http://modx.dev/specialoffers. html- I just go to the right page (and shouldn't), as if the "special offer" is not a child service resource ......
Even so, how to put a link to a child element while in the parent one?

In my opinion, your problem is not with the menu, but with friendly URLs.
Tools - Configuration - Friendly URLs - Use nested URLs - Yes

&level=`1` not embarrassing?

I would advise adding &scheme=`abs`to form absolute paths rather than relative ones.
It looks like you are being thrown to a 404 page, which you have set as the main one. And with &level=`1`child elements will be displayed only for the active section, in order to be displayed for everyone, you must set 0 or remove this parameter altogether.
Instead scheme, you can headregister on the site <base href="/" />(I personally do not like this option, although many use it).
