How to organize mass reception of sms?

Hello.
It is required to receive and send sms from a large number of SIM cards (about 20), the question is not about mass mailing, so the sending speed does not play a key role.
I found a couple of modules on aliexpress, there are even 32 SIM cards, it seems to be suitable, but there is an emphasis on performance, therefore there are also 32 radio modules, I don’t need such performance (and they are not cheap).
Actually the question is, has anyone used such a module? whether it can be used from under linux (this is not essential, but desirable).
Perhaps you can recommend other solutions? Or a specific tool?
Let me remind you once again that this is not about spam and speed is of little interest. I can work a little with a soldering iron and / or program a microcontroller, but a ready-made solution is still desirable.

This function is needed mainly to keep SIM cards active (send paid SMS once a month) and receive infrequent SMS. Incoming SMS will just need to be logged and that's it.

If you want to save on radio channels, there is a solution for combining GSM-gateway (with a small number of channels) + SIM-bank.
I used to work with the Taiwanese PORTech, in particular with the SBK-32 SIM bank.
Scripts can be fully automated for your task.
Subsequently, they abandoned this equipment and switched to the Chinese OpenVOX, but reliability should be enough for your tasks and load
