How to organize content management on Smart TV?

There are 6 SMARTTVs on Androide at the university, there is a file storage with media and there is the Internet. You need to remotely change the videos in them - turn them on and off by timer. How can I do it without buying additional equipment, maybe there are some programs and services? I thought about Plex, but it’s impossible to steer everyone remotely (
Tell me how to organize this with a minimum of costs?
Ideally, I would like to have a system to which, for example, I send one media content to three TVs, and another three, and could change it at any time, etc. .

Can use the web? You can install a webkiosk on Android, a server on the network, and then you can even use websockets on html + javascript.

Make an HLS server (for example , nginx.org/en/docs/http/ngx_http_hls_module.html), drive playlists on the server.
