There is a task of organizing communication between mobile devices (smartphones) or PCs of secure communication, including from our bodies. As I see the implementation: clients connect via voip to a dedicated server with asterisk (TLS + SRTP) + openfire installed. There is another option with connecting via vpn to your proxy abroad and using some kind of messenger banned in Russia. Maybe someone implemented something similar? Or any ideas?

no way. when people commit illegal actions - they use disposable phones with SIM cards in fake names and make calls on the move, and then throw away the phones.
if there was a normal way to defend themselves, they would not have been so sophisticated.

Before setting such a task, I strongly recommend studying the latest laws - about instant messengers, about VPN. Then sit down and count how many laws such a scheme violates at the same time.
