A beginner in such matters, so it will turn out chaotically, please do not judge strictly.
In general, you need to store data - I use a database (MySql). Next, you need to create a programming interface that any developer can easily insert into their code and receive certain data from the database. So the question is what technologies to use? And what is the easiest way to do this? And it is important that it would be possible to easily deal with the people of the PL, therefore, I think that it is better to do this somehow through the API.
