How to organize a system for creating and centralized storage of files on a server in a local network?

The enterprise currently stores all documents and other files on users' computers. Users have full control over the process of creating and saving documents. They can save the created document on the server (Windows Server 2010) on the local network or on their computer. The task is to ensure that the user does not work with files on his computer, but creates and stores all documents only on the server. The user's computer would only be used to access the server. Is there a simple solution without purchasing additional software by setting up and reconfiguring an existing server and user computers? The solution must be budgetary, because the organization does not have the funds to purchase additional software and hardware. It is advisable to use existing LAN components and equipment.

The most effective is to force users to do it themselves.
Another option is roaming profiles if you have a domain. If not a domain, then make it first.
The third option from Sha644 is to use nextcloud/owncloud to sync files with the server.

To start with explanatory work, that storing documents on local disks of workstations is evil and a great risk for the document, since the hardware of workstations is by definition unreliable, and documents stored on a workstation are difficult to back up. Enlist the support of management in subsequent actions.
Then we take employees in turn, specify where working documents are on their computer, transfer them to the server and cut off the Server service on the workstation, to exclude the possibility of sharing documents over the network directly between workstations.
The directory on the server, which contains the documents necessary for the user, is connected as a network drive when the workstation boots. For the user, there is a complete illusion that the documents are located locally, just on another disk.
