Again I am writing for those who get to this question from the search - the TS is hardly needed anymore.
It is important to clearly define what "different" meta tags are. Technically, the following options will be different:

1. Buy oil in Moscow on the website xxx.ru
   
2. Buy oil in Chelyabinsk on the website yyy.ru
   

If so, then there is a wonderful module for generating meta tags for OpenCart - SEO... . Will close such a case for nothing to do.
