How to organize a controlled broadcast on TV (20 pcs.) from the network?

How to organize a controlled broadcast on TV (20 pcs.) from the network?
The task is this, there are 20 TV. It is necessary to organize streaming broadcasting so that part (10) TVs receive a signal from a media file uploaded on a corporate server, another media file is sent to 5 TVs, and broadcast from an IP camera is broadcast to the remaining 5 TVs. All this should dance in sync, and not in discord.
Requirements:
- do not load external traffic (access to the Internet)
- this should be run by a normal user (that is, he pressed the button and everything worked without bugs)
1. Tried to use SmartBoxDuo on Androide, (VLC player/streaming (HTTP)/Lan/ SmartBox/Vlc android/HDMI/TV) It worked
, but it's too cumbersome and not stable.
2. DLNA server, also not quite right, it only opens access to the media file, and if one TV goes out, it will start to spin out of sync.
3. I am considering the option with receivers, but so far there is little intelligible.
In general, I'm waiting for help!

M.b. use something like HDMI over LAN and give the desired picture to TVs from a single server? Then it will be easier to coordinate the streams and turning off / on the TV does not interfere.

Okay, well, with the help of a transmitter and receivers, we solve the problem of signal delivery to TV. The question remains with the HDMI signal source to the transmitter. Or, in general, to exclude the transmitter and try to send the signal to the receivers (signal converters to HDMI), will it work? xs. We should try, but again, what kind of media server should I use? The most suitable was the Home Media server, but will it see the receivers as devices?
