Если сжать без потерь изображение http://multmult.ru/…osts/2015-01/1422272240_1364397157_3.jpg, это уменьшит его размер на 17,4 КБ (80 %).

The size of the image in pixels is made as small as possible. So what kind of lossless optimization are we talking about? Is there some kind of filter that is generally considered to compress pictures without losing quality?

No need to reinvent the wheel.
Google Inside after each analysis allows you to download the archive.
It contains an optimized image.
Also there styles and scripts.
You don't have to fill everything. Only what is needed.

Everything that is written above is not relevant at the moment! Google already wants us to change the image format, here's what it says...
Use modern image
formats JPEG 2000, JPEG XR and WebP images use more efficient compression, so they load faster and consume less bandwidth than PNG and JPEG images.
And by the way, it won't let me download the files...
