How to optimize a static site?

htacess contains everything you need: compression, browser cache and all that, but it works on wordpress, but if it's a simple static site, it doesn't.
Maybe I'm doing something wrong?
pagespeed from google refuses to see it

If you're using Nginx, things are easy. Just enable gzip compression and install Cache-control .
If neither compression nor caching works for you:
* check if you have restarted the Web server * check if compression and Cache-control
work using online tools
