винды нет под рукой, но должно помочь что-то в таком духе.
Возможно,

def reg1():
  os.system("start explorer C:/Users/evamo/Documents/")

я как-то не заморачивался с этим.
Другое дело, что мне кажется, что вы хотите совсем не это, но формулируете неверно. Вам ведь, наверно, нужно не просто открыть проводник, а вероятно надо открыть интерфейс выбора файла для дальнейшей обработки скриптом, или я ошибаюсь?
