In order to open the WebView console on Windows, you must press the key combination CTRL+SHIFT+D.
I can’t tell you about poppy, maybe similar but with cmd.
Be careful - it does not always open and often buggy (pressing the keys does not guarantee opening the console 2 or more times), you have to restart the application.
