if the buttons support assigning a shortcut to them, then create a shortcut to powershell.exe and then set C: \ as a working folder in the shortcut properties. works on win10.
1. You can set up launch shortcuts with the desired current directory.
2. When starting cmd, you can set the command to go to the desired directory.
cmd /?
I think that the same can be done in PS.
