How to open new tabs at the end in phpstorm 2018?

It is inconvenient for me that a new tab opens after the current one. I'm working on the first tab. I have to look at a couple of files, and they fit into the middle of my tabs. And I'm already used to the current tabs to their location. And everything is mixed up and painfully uncomfortable.
I looked in the settings, File | settings | editor | general | Editor Tabs settings
and there is no checkmark, I have a 2018 version.
Yes, and for 2019 they write that as if there is no such possibility, it always opens after the current one.

Is this not resolved?
I found only some hotkey - open new tabs at the end - but it works very strangely - it just opens every tab in a new window.
