How to open ios Reactnative && Ionic projects in emulator?

When I try to run the project in the emulator by running react-native, an NPM locking error occurs .
The same through xCode, the project is locked, you can not unlock.
I found this on the reduct site:
sudo chown -R $USER ~/.npm
sudo chown -R $USER /usr/local/lib/node_modules
Also r/w accessed the file via "Get Info".
xCode still won't let you change it.
For Ionic && Reactive the error is the same.
