How to open google doc from mobile device?

Hello! The situation is as follows, there is a Google document - online, shared by link. The cache is reset, but no result
was checked on 2 iPhones and 2 androids (it works on 1 one). What does this have to do with it is not at all clear

Install Google Docs from the Play Market, after that the link of the rules should open.
