How to open file as text?

I remember somewhere I came across a solution on htaccess, where if it lies at the root, then all files open as texts. And I can’t find it in any way ....
Ie . PHP was not parsed in this case, but opened as a text document.

I need to open SVG in such a way that it doesn't download, doesn't open as a picture, but opens the file's code.
