How to open access to Mongo on windows server 2008?

Virtual server, on WinServer 2008 R2
Apache is also installed on the server, which opens from the browser, at ip:some_port
Installed mongodb. I normally connect locally, for example, through Compass.
In the config file I add the line bindIp: 0.0.0.0 (I also tried to just comment on it)
In the standard Windows firewall, I added permission to port 27017. There seem to be no other firewalls.
Restarted the mongo service.

From the outside does not turn on. mongodb://ip:27017
What could be the reason?
