How to notify the user about the update?

Hello!
The question is, if I create a repository in a github, let's say with version 1.0.
And all of a sudden, if I update the repository, how do I tell the user?
I once saw in one repository that when you turn it on, it immediately says that there is an update, if an update has been released

To begin with, do you know in principle about how releases roll out? Or at least tagging?
And we end up saying that the cheap way is to check the latest (first) release by API and compare it with the local one (package.json for example).
