How to notify the app user when the car is speeding when the app is closed? What libraries to use? Any examples?

As far as I know, this cannot be done. You can try to make the application run periodically in the background to update the data (calculate the speed) see Multitasking , but the launch time is controlled by the operating system algorithm.
