Create a segment of users in Yandex.Metrica who filled out the form. Or you can even just create a target for this event. In Yandex.Direct, in the campaign settings, create an adjustment for this segment with a value of -100%.
In Google Ads, the scheme is similar.
Yandex.Metrica and Google Analytics counters must be integrated with advertising accounts.
