Start full name . with a capital letter and after a colon do not change anything.

If there is not enough last name, first name or patronymic, add No:

I would do this:
1) Insert before each entry \t (tab)
2) replace " :+7 " with " \t+7 "
3) What happens - copy to Excel
4) Copy the first column and import to a new sheet, dividing into columns by space
5) Apply to the first three columns a formula that capitalizes the first letter, or insert "none" where there is nothing, the fourth is unchanged
6) Copy all four columns back to Notepad++
7) Replace \t with nothing
eight) ?????
9) PROFIT!!!
