At the same time, when connected via cable, everything is different .. The cable is not public. Most ip-addresses are tied to the location of the provider. The provider has information about the real location of the client (in most cases, except for L2 and L3 tunnels on the client side), but there is no mechanism (both API and at the legislative level) that allows providers to transfer this information to Google. Therefore, Google is left with one thing: if the provider is in Kyiv, then we will assume that the client is in Kyiv, because. there is no other information.
