How to monitor the filling of donation bins and containers for collecting old clothes?

Given:
a charitable organization that has about 500 small bins in the city to collect donations.
The urn is a transparent glass box with a hole for throwing money and coins. The sizes are different - from 30 to 60 cm in height.
I am interested in solving two problems:
1. how to determine that the urn is close to being filled or has already been filled?
2. What is the cheapest and most practical way to transfer this information to a single collection point?
And a second, similar problem:
Given:
a charity that has about 60 containers in the city to collect old clothes/shoes.
The container is, oddly enough, an iron container :) about a human height, with a fold-down "dipper" where you need to put things and close the "dipper". The closest analogy that comes to mind is garbage cans.
Similarly, we are interested in solving two problems:
1. how to determine that the container is close to full or has already been filled?
2. What is the cheapest and most practical way to transfer this information to a single collection point?
