How to monitor new emails for a certain period of time in an Exchange mailbox?

This situation created 6 mailboxes (as I understand it, one in each Exchange database), which, using a script on PS, send letters to each other every 2 hours.
It is necessary to monitor new letters received in the last two hours, in each of the 6 mailboxes. Then send a notification by mail, about the presence or absence of new letters to the person concerned. If there are new letters in the last two hours in the boxes, a letter is sent - everything is OK, the letters are available. If there are no new letters in the last 2 hours, then it is registered in which of the 6 boxes there are no new letters and a notification is sent.
Is it possible to implement this on the Exchange itself or maybe with the help of some kind of software? I also thought about how it can be done on PS, but I couldn’t do any specific examples, there is not enough experience.

With this wording, I would make a stupid forwarding rule - upon receipt of any letter to any of the six boxes, send a copy of this letter to management.
When they get tired of reading all these letters, maybe they will reconsider the requirements for checking the health of the mail.

I didn't quite understand how many boxes and how many servers. Boxes 4 or 6? Is there a DAG or not?

The meaning of this witchcraft is not very clear - perhaps there are other ways to solve it ...
and so - Exchange PowerShell to help, Search-Mailbox in particular
