On Windows, you install Putty, connect to the server with it, and use the htop system utility to monitor it.

nagios, zabbix
To monitor Windows, nsclient++ is installed, which allows you to monitor the status of the service. Although with writing a service for verification, you will have to read a little mana.

If you have win 10, then progress has reached the point that you write comand (cmd) ssh [email protected]_adddress and you already monitor everything, you want top services, you want journalctl logs.
