How to modify the first login step in Windows?

Some OEM distributions have changed the first login step, right after the "welcome screen". Additional windows have been added where they offer, for example, to register on a certain portal, leave information for extending the warranty, and so on.

How can I add my windows at this stage? I want to add my own startup scripts, where the user could customize the system for himself even before the appearance of the desktop
