How to mirror files as shortcuts?

There is a VeraCrypt volume, it contains directories -
Programs\Multimedia\[various directories with programs]
- Programs\System\[various directories with programs]
on a VeraCrypt volume.
Is it possible to make it so that when you open Programs\Multimedia\ on a disk, with a volume mounted, you can see the directories that are on it. At the same time, without making manual symlinks and shortcuts, but somehow mirror automatically?
