How to migrate from SCCM 2012 to Current Branch (1902)?

Colleagues, help with advice.
There are migration manuals on the net, but they describe the scenario that the Current Branch (1902) is installed on the same server as SCCM 2012.
My situation is different.
SCCM 2012 is installed on an outdated system - Windows Server 2008.
Under a new installation, a new Windows Server 2019 will be deployed. And here are the questions:
1) Is it possible to migrate this time? How (in general terms) or give a link to the manual.
2) If not, what about the installed SCCM 2012 agents? Remove them from a new installation and replace them with new ones?
Thank you.

The second link to the manual

Perhaps you can go through all the steps of the upgrade through the built-in upgrade function.
