How to merge several taxonomy dictionaries into one in Drupal 8?

Let's say a person goes to the "News" page, sees the "St. Petersburg" category -> goes to the category -> sees filtered teasers in the "St. Petersburg" category -> Clicks on the "events" category on one of the teasers -> opens the page with the "Events" category ", while all events, regardless of the city, but I need to see "Events" only in "St. Petersburg".
Those. so that links take the meanings of terms from two different dictionaries. For example: "/news/city/cat".
Now there are such dictionaries: 1) City - its terms have links like "/cities/city_name", 2) News category - its terms have links like "/cat_name".

I think it is not necessary to combine into one dictionary. The taxonomy reflects the data structure, and how you present it is the task of other parts of the software package.
Try setting up filtering in Views, and use pathauto to create the path
