How to measure database speed?

For example, we have a $5 droplet on digitalocean.com with MySQL or PostgreSQL on board and want to upgrade the droplet to $80.
Naturally, a $5 droplet is slower than an $80 droplet, but how do you measure database speed? What will be the growth? How to count the number of read/write operations?
