I partially solved the problem, yes, I did not know about win + "application serial number on the taskbar". In general, in "ANT SOFT Key manager" you can remap keystrokes, create macros, and the like. As I originally wanted, I remapped the "win + 1" key combination to the F1 key, "win + 2" to the F2 key, and so on.
Now when I click on f1, I open a sublime, on f2, google chrome, on f3, photoshop.
