How to manipulate video quality on the fly?

Yes, not to store video in 240, 360, 480, 560, 720, 1080 formats, which in total takes conditionally 1 GB of memory, to store only one 1080 video, which takes 350 MB, when the user starts broadcasting, depending on the resolution, format the video on the fly, compress and produce the desired resolution, quality.

ffmpeg can be a transcoding server, but I'm not sure if you're happy with the result. You still want to store at least temporarily the result of transcoding, otherwise your costs will skyrocket when ten users watch the same video at the same time.
CPU time costs more than HDD space, and even more so network traffic.
