How to manage website content?

I'm new to web development and this is probably a very stupid question, but still.
Interested in the content management of the site. Let's say I'm making a site that constantly needs to be filled with content, update content, etc. And constantly changing the code is difficult and time consuming. Is it necessary to plant the site also on any CMS, write your own, or are there other options? Interested in other options.

CMS is an ideal option, if you want it easier, you can write scripts that will read content from text files, for example, if you don’t have the skills and desire to do this, then: here

Also, how do they do it?
That is, either you write under cms, or you write your own admin panel and that's it?

or. register and pay for hosting, install cms wordpress (free) there, on many hostings you can do it directly from the personal account of their site, watch a couple of videos on how to work with it, turn the settings, select any more or less suitable design (it's a template. even there are plenty of free ones to choose from), look at the plugins (the sea is both free and paid), and now you have a simple site.
PS if you have a lonely page in which you have to edit 2 paragraphs every day, then you should not waste time on cms
