There is a bot builder.
It has a section - bot settings.
In the "bot settings" section - you need to give the opportunity to the owners of the bots to change the bot's avatar, welcome letter and information about the bot.

For the convenience of users, it is necessary that it be possible to make these changes inside the service, and not through BotFather.

We have a user bot token - how can we (for example) change the bot's avatar?

Well, BotFather is responsible for the bot settings. Where the bot is registered is where you need to configure it.
If registration is done by your constructor (using someone else's account), then the constructor will be able to change its settings (look in the direction of Telegram Api).
If the bot is registered by a user on his account, you will not do anything.
