Good afternoon. I can not find how to create a payment module. We need the simplest option, this is when a person chooses a certain method, he was shown a form with fields, he fills this form and the information goes to the admin panel for the order.

Although, according to the wording, this is not a payment, but rather setting additional order parameters, which can be done through the frontend_checkout hook.
