In general, it is necessary to describe paradigms (word-formation rules) and find bases suitable for them in the corpus. Then look at what remains undescribed, add new paradigms and launch again. The process is long, routine and with a lot of pitfalls :) It requires knowledge of both programming and linguistics with the language of compiling a dictionary.
