How to make words appear in Russian?

Hello! there is a form that outputs data to the database, it works ok, but it displays only English letters, how can I make it so that when filling out the form in Russian, words in Russian are displayed? megaweju.bget.ru/mypage.php

set the encoding on the site and in the database to UTF-8
