How to make VPN on Raspberry Pi?

Hello, I have a problem and can't find a solution.

There is NextCloud, which is on RPi 4 with Ubuntu.
There was a need to write a telegram bot on Node, but this cannot be done without a VPN.
I installed NordVPN for the server - the bot worked, but the site with NextCloud and the connection via SSH fell off.

There was also a need for a SOCKS5 proxy for another hosting project, also related to telegram and curl. I wanted to somehow make a proxy through my RPi.

Is there any general solution for my tasks, so that NextCloud works, telegram bot, SSH connection through my white IP and somehow my own proxy server?
And all this on one RPi?

you must not accept the default route when creating a tunnel in order for everything to work,
the cart must be launched from a separate user, do MANGLE by the user's uid by
adding the tunnel route to a separate table for marked cart packets
