How to make VK Bot for "DB"?

How and what is needed to implement such an idea as:
Collecting a "DB" from a user message in .xls (The question is what you need to have or where to store the "DB")
Access to this "DB" only by the admin (Download the file, the commands that the bot executes current for admin)
PS .xls or .xlsx file because pre admin doesn't want to work with SQL etc. because you can't. If you find similar skinte tutorials please.
