How to make VAAPI and VDPAU on Debian 9 ("Stretch")?

Hello gentlemen. Can you please tell me what packages/libraries need to be installed on Debian 9 ("Stretch") to make VA-API and VDPAU for hardware video processing work? I would like to remove the load from the processor and put it on the video card. The card itself is an AMD Radeon HD 6850M.
