How to make two sites into one with different themes?
There are two working sites on WordPress, I want to merge. How is this implemented if they have different admin panels and databases?
Googled the MULTISITE plugin on WP but not sure if that's what I need. Can't you just make a folder in the root on one, transfer a backup copy of the second there and add tables of the second to the base of the first? True, then it is not clear to me how different themes will work within the same site. How is it best to do this in general, can you leave everything as it is on the hosting and make the second site a subdomain of the first?

Multisite is not a plugin, it works out of the box by setting constants in the wp-config.php file and rules in .htaccess. Multisite allows you to administer several sites within one admin panel, each site will have different tables in the database ( wp_options, wp_2_options, wp_posts, wp_2_posts, etc. ). Each site in a multisite can have its own settings, its own theme and its own set of activated plugins
. What is a "merger" in your understanding is a mystery. Do you want the base to be the same, but some of the pages have one theme and plugins, and the other part has a different theme and plugins? This will not work.
If you mean “gluing sites”, then the normal plan is to transfer different content from one site to another, correct the design for them and put 301 redirects from the donor to new page addresses
