How to make two monitors with two accounts?

Good afternoon. There are two monitors, two keyboards, two mice and one system unit. Is it possible to somehow set up two accounts or two operating systems on one computer for two monitors. So that you can work together on one system unit, but on different monitors, mice and keyboards. Windows or Linux.
Probably poorly described, but I will be grateful for any information :)
