How to make the roster in ejabberd automatic?

Installed the latest version of ejabberd. Everything is stored in MySQL (MariaDB).
How to make it so that when a new user is added, all other registered users are automatically displayed in his contact list (roster)?
And then I have to make out a roster for each user.
For example, here is the roster edit form for user1:
