How to make the line color automatically change if it is a link?

It is necessary to make automatic highlighting of the line (full width). I tried to do it through the ISREF () function, but the problem is that you need to specify a specific cell for checking there. Through conditional formatting, I didn’t know how to do it, and through scripts I don’t understand how I can specify this cell if I loop through the rows. If you do this
if(ISREF(getRange(row, column))), nothing happens.

You can find out that a line consists of links by looking at column A.
