How to make the emptyPictures field in the users.getInfo REST method work?

The documentation says that if the emptyPictures field is true and the requested user does not have an avatar, then the API will not return a default image.
But that doesn't happen. I'm trying on my account. There is an avatar, but there is no high-resolution image. However, a link to a high resolution is still issued. I try to go through it - redirect to https://uld11.mycdn.me/res/stub_128x96_02.gif
