There is a server with xen.
The problem is strange, there are no shapers anywhere on the server, but on the physical server the download speed is maximum, and on the guest it is about 10 times lower.
Moreover, the rate parameter in the guest settings does not affect this speed in any way.
Who faced similar? What could be?

What is the operating system on the guest? Windows? What is her version? Are PV drivers installed?
